Former BJP corporator Makrand Narwekar has written to BMC Commissioner Bhushan Gagrani demanding effective implementation of the Graded Response Action Plan (GRAP) and a halt to all non-essential construction, road works, and debris activities to control pollution in Colaba and Cuffe Parade.
