Why Does India Have Only One Time Zone — and Why Is It 30 Minutes Off the World?

In a tea garden outside Dibrugarh, the sun is already well up at twenty past four in the morning. Mist is lifting off the bushes. The pluckers have been at work for a while. And on the wall of the estate office there is a clock saying something the sky flatly disagrees with.

Two thousand kilometres to the west, on the Gujarat coast at Dwarka, it is still dark. The boats there will not see a horizon for another hour and a half. Yet if you called between the two places and asked what time it was, you would get the same answer, to the second.

That is the arrangement 1.4 billion people live inside. One country, nearly two hours of real sunlight from end to end, one clock that refuses to acknowledge it — and, stranger still, a clock set thirty minutes out of step with almost every other country on Earth.

Both oddities have the same explanation. And the explanation is not a quirk. It is a bill, and somebody is paying it.

The short answer: India stands between two time zones and refuses to pick one

The world’s clocks are organised around the Greenwich meridian, with the globe sliced into notional one-hour segments fifteen degrees of longitude wide. That means the “natural” standard meridians near India are 75°E, which would give the country UTC+5, and 90°E, which would give it UTC+6.

India took neither. Its standard meridian is 82°30′E — precisely halfway between the two — and 82.5 divided by 15 is exactly 5.5. That is the entire source of the half hour. Indian Standard Time is UTC+5:30 because India, faced with a choice between two time zones, planted itself on the fence.

That meridian runs close to the town of Mirzapur in Uttar Pradesh, whose colonial-era clock tower has become the unofficial monument to the decision. It is a modest building for a line that governs every train, exam, prayer time, market open and school bell from Kutch to Kibithu.

Where the half hour actually came from

Before the railways, standard time did not exist anywhere, because nobody needed it. Noon was when the sun stood highest over your own rooftop, and a town twenty miles away was legitimately a minute or two behind you. What broke that system was the timetable: you cannot run trains on a network where every station keeps its own honest noon.

British India solved it the way railway empires everywhere did — by imposing one clock. In 1884, the International Meridian Conference gave the world Greenwich as its reference. British India settled on 82°30′E as its central meridian, and Indian Standard Time came into force on 1 January 1906.

What is usually left out is how badly it was resisted. Bombay had its own municipal time, roughly 39 minutes behind IST, and refused to surrender it; “Bombay Time” survived not just the arrival of IST but Independence itself, and was only finally abolished in 1955. Calcutta held its own local time until 1948. For half a century, India’s two biggest cities simply declined to agree with the country’s official clock.

This is worth sitting with. The single national clock we now treat as a fact of geography was, for fifty years, a contested political claim.

The Meridian Tax

Here is a way to think about what a national clock really does. Call it the Meridian Tax.

Any country that runs on one clock has to nominate a single line of longitude as “correct.” Everyone who does not live on that line pays the difference. The further you live from your nation’s chosen meridian, the higher your rate. And the tax is not collected in money — it is collected in daylight, in sleep, and in the price of ever changing the arrangement.

You can calculate your own rate exactly, because it is just arithmetic: four minutes of solar time for every degree of longitude away from 82°30′E. Here is what the sun is actually doing across India at the moment every clock in the country reads noon.

Read the two ends of that table together. When the working day officially begins at 10 am in Arunachal Pradesh, the sun has been up for close to six hours. When it begins at 10 am in Kutch, the morning has barely started. Same clock, same bell, two entirely different relationships with daylight.

The tax is paid in sleep — and the poorest pay most

For a long time this was treated as a curiosity rather than a cost. Then economists started measuring it.

The most striking work comes from the economist Maulik Jagnani, who used India’s Time Use Survey to ask a deceptively simple question: what happens to children when the sun sets later but the school bell does not move? The answer is that bedtimes drift with the sunset, because darkness is what triggers melatonin — but wake-up times do not, because those are set by institutions. The gap comes out of sleep.

His estimate is that an hour’s delay in sunset costs children roughly thirty minutes of sleep a night. Sustained across a childhood, that shows up somewhere nobody was looking: an hour of later average sunset is associated with about 0.8 fewer years of education, sharply lower rates of finishing primary and middle school, and measurably worse test scores. Similar patterns appear in China and Indonesia.

And the effect is not evenly distributed. Better-off households can push back — a fixed bedtime is enforceable when a family has the space, the light and the slack to enforce one. Jagnani found the sleep loss was at least a quarter larger in poorer households, and among farming families it concentrated in the lean weeks before harvest, when money was tightest.

That is the sentence to stop on. A line drawn near Mirzapur in 1905, for the convenience of a railway timetable, is still quietly deciding how much sleep a poor child in eastern India gets tonight.

Assam already seceded from the clock

The most revealing response to all this came not from a government but from an industry that simply opted out.

Assam’s tea gardens run on chaibagaan time — “bagan time” — set one hour ahead of IST. Work starts and ends by that clock. It has no legal standing whatsoever. It has survived for well over a century because the alternative was to waste the best hours of daylight in the country’s most easterly working landscape.

A parallel time zone has existed on Indian soil the whole time. It was never legislated. It was just quietly, practically true.

So why hasn’t India split the clock?

It has been proposed, seriously and repeatedly. Scientists at the CSIR-National Physical Laboratory — the institution that actually keeps India’s official time — published a detailed case in Current Science in 2018 for two zones: IST-I at UTC+5:30 for the country between 68°07′E and 89°52′E, and IST-II at UTC+6:30 for the Northeast, from 89°52′E to 97°25′E. Their estimate of the electricity saved by not lighting rooms the sun could have lit ran to roughly 20 million kilowatt-hours a year. Jagnani’s separate estimate of the human-capital gain from a two-zone policy runs into billions of dollars.

The proposals have been turned down. A public interest petition was dismissed by the Gauhati High Court in 2017, and a government committee came out against the idea in 2018. The objections are partly strategic and partly operational, and the operational one is the most honest: India runs one of the world’s densest railway networks, and a clock boundary running through it introduces exactly the kind of ambiguity that signalling systems exist to eliminate. Two zones would save daylight and cost certainty.

Which brings the Meridian Tax full circle. The third currency it is paid in is coordination — and coordination is precisely why the tax is never repealed. Almost everyone agrees the bill is real. Nobody wants to be the one to renegotiate the treaty.

India is not the odd one out — it is just more honest about it

The half hour looks eccentric only if you assume everyone else is aligned with the sun. Almost nobody is. Nepal is another fifteen minutes out at UTC+5:45. Iran runs at +3:30, Afghanistan at +4:30, Myanmar at +6:30, parts of Australia at +9:30, Newfoundland at −3:30, the Chatham Islands at +12:45.

The larger distortions are the ones nobody calls strange. China spans five hours of sunlight and runs every official clock on Beijing time, which is why parts of Xinjiang keep an unofficial local clock about two hours behind the legal one. Spain sits on Britain’s longitude but has kept Berlin’s time since 1940, which is a decent part of why Spaniards eat dinner at ten.

What all of these have in common is that the clock was set by history, not by the sun, and the bodies were then expected to adjust.

What a clock actually is

We tend to experience time as something the universe hands us. It isn’t. Solar time is handed to us; clock time is negotiated. A time zone is not a fact about the Earth — it is a decision about whose morning counts.

India made that decision once, in the age of steam, for reasons that were entirely sensible at the time: a country stitched together by rail needed one timetable, and a young republic wanted one clock as proof that it was one nation. Both instincts were sound. What nobody could have modelled in 1905 is that the compromise would still be running through the bloodstream of a schoolgirl in Dibrugarh in 2026, shaving minutes off her sleep every night of her education.

That is the peculiar human thing here. We invented a shared fiction so that we could catch trains together. The fiction outlived the trains, hardened into identity, and began disciplining our bodies. Every clock on every wall in this country is a treaty — and like most treaties, most of the people bound by it have forgotten it was ever signed.

What happens to the clock next

The interesting question is no longer whether India will get a second time zone. It probably will not, at least not soon; the coordination cost is real and the political appetite is absent.

The interesting question is whether the national clock still matters as much as it did. India’s fastest-growing work is increasingly untethered from a single bell — distributed teams, staggered shifts, services sold into time zones eight hours away, a stock market that no longer defines the working day for most of the workforce. As the country’s day fragments, the practical fix may not involve redrawing the meridian at all. It may be something smaller and far easier: letting schools in the far east start later, and letting sunset, rather than a line near Mirzapur, decide when a child’s morning begins.

That would be a strange kind of progress — not overturning the 1905 decision, but finally admitting that it was a decision. The clock on the wall has never told you what time it is. It has only ever told you what a country once agreed to pretend.
